It seems likely that the more primitive a government is, the more they are ruled by base animal instinct. For example, Americans live in an advanced nation where prosperity is widely spread. Thus, our government wastes time debating sophisticated policies like ethanol subsidies and gay marriage. In a place like North Korea, which is basically a feudal society ruled by one insane family, the debates are over food and power. Thus, American requests for multilateral negotiations over nuclear arms miss the mark. The ONLY thing that the Kim family cares about is staying in power. If that means that half of the North Koreans must be starved and the other half imprisoned, well that is just fine with them.
President Obama is a weakling on the international stage. I could share dozens of examples, but I hate to pile on. Instead, one need only look to the example of North Korea sinking a South Korean naval vessel, killing dozens. The calls for restraints were embarrassing to Americans who understand how to handle bullies. The call this week for restraint as North Korea shelled a South Korean island village and military base were equally disheartening. Is there e a better way?
Why, yes there is a better way. Our policy is designed to let China off of the hook. Their fear is (rightfully) millions of North Korean refugees flooding into Northeast China from a collapsing state. That is China's fear, but it need not be our fear. As opposed to letting feckless China dictate our Korea policy, and allowing North Korea to build more nukes, let's take a different approach.
1) Announce that America feels duty-bound to share nuclear weapon know-how with Japan and South Korea in order to (a) create counterweights to North Korea and (b) prepare...

That assumes China could not control its border any better than we choose to.
The Chinese border seems a bit porous. So I’m not sure that they could control it.
One of the real mysteries of these attacks is that NK is going into winter, which is not in their favor for starting a war.
Their people may also be dependent on outside sources of food. I fear that we are being introduced to the new owner of NK, and he is a viscious dummy.
