No, she didn’t lie, and she did state that she was not attending Oxford itself, but a visiting university teaching on the campus.
Christine O'Donnell's Education
Fairleigh Dickinson University 1989 -- 1993
Claremont Graduate University
Constitutional Government
University of Oxford
"Post Modernism in the New Millennium"
Lies on that resume:
1. She never attended Claremont Graduate University in Constitutional Government, nor could she have as she did not graduate from Farleigh Dickinson. She attended a weeklong seminar at the Claremont Institute, an unaffiliated think tank in Claremont, California.
2. She never attended the University of Oxford in any capacity. She attended a weeklong seminar there in rented space. And the group that ran that seminar has openly stated that her claim of the Oxford title is "misleading."

Oxford University, Oxford, UK
Certificate awarded Summer 2001
There was NOTHING on there about it being an unaffiliated program and NOTHING about it being a visiting program. It says "Certificate awarded" from Oxford, which she simply did not have.
