I’m starting to think the holdouts are waiting to jump on the winning team together. That could work for us.

Or the holdouts are really “yea” votes and don’t want to be harassed before the vote.

I've been saying all day that if the 'bill' is defeated, it will be in the range of 230 "No" votes. There are probably a dozen fence-sitters waiting to see which side gets to 217 first. Once #217 is cast, that dozen will flip to the 'winning' side.
