...means he has a tough road to hoeThis saying drives me crazy. Who hoes a road? It's a tough ROW to hoe!

Hey, trying to hoe a road, especially a paved one is a lot harder than hoeing a row in a field! Well, unless you're using a backhoe with one of those jackhammer attachments, in which case it would actually be pretty easy to "hoe a road."
