I heard that many urban voting areas will have authorities in unmarked cars on lookout for criminals...I guess they think there is going to be a big turnout of crooks being used in voter fraud schemes; they’ll turn up to vote and get nabbed for other crimes they have warrants for.

Maybe that’s intimidation enough.

nasty tyrants. They do this to make it easier to cheat in the future. Socialist don't care about voting and democracy. When they can, it gets done away with or is used to placate the populous while they put whoever they want in power (see Saddam's 100% vote and other tyrants elections).
