That is odd. I just did some searches on forms of ID and proof of citizen in the Federal government searches and a Passport is valid ID and valid proof of citizenship.

Yes, but since the passport has no physical description, the Notary did not regard it as sufficient ID.
Perhaps a different Notary would have accepted it? I didn’t shop around.

Passport is valid ID and valid proof of citizenship.for purposes of the I-9 Form; but so is a voter card. You just have to have substantiating documents in addition to one or the other.
