The issue concerning the buses that were not deployed by either the governor or mayor is, in my opinion, criminal. I believe that someone made a decision to protect the buses for economic reasons. Faced with a direct hit by a Cat 4-5 hurricane, it would be obvious to anyone that the possibility of flood or wind damage would be major, directly impacting those in nursing homes, hospitals, or anyone in the path for that matter. It is my understanding that New orleans has never deployed these buses before previous hurricanes. They certainly have a responsibility to do so, especially to those unable to move themselves such as those mentioned above. Negligence, possibly criminal negligence.

That is not true. In a state of national emergency, the president is empowered to send in the National Guard, and to put the Head of State of the Department of Homeland Security in charge of the response -- no matter what local officials do. This information can be found in the National Response Plan on the DHS website, as well as in the Stafford Act, which was activated by the governor's declaration of a state of emergency on August 26 (as well as by the federal government's declaration of a state of emergency).

IMVHO, it is best to educate those individuals you would place into authority with countless years of very much and well documented history of trajedies long past. If one needs to examine every new disaster after the fact as you say. Should I expect the human race to continue after armageddon ?

Interesting to me is how this very logistical response from you seems to run contrary from the general ideology of Free Republic. Perhaps it is wise to know ones adversaries prior to ones posting of his/her opinions on this board.

In the future, they should be shot & killed on sight, so that follow-on rescue teams can devote their attention to the real victims.

Well done Jeff.

I have wondered ever since the patients took temporary control of the asylum in Nawlins what might happen in a similar situation in say, Houston. Then again, looking at Katrina's destruction and New Orleans in particular, it's as if Murphy's Law asserted itself. A set of circumstances similar to this may be a long time occurring again....if ever.

Excellent article. You and other writers have touched on the "mental attitude" to survive these events and I believe that something which can't be taught.
Dealing with subjects who haven't prepared themselves and who want what you got is going to be a serious issue. No easy answer, except to remember there's a little one counting on you.

Enroll in an NRA Approved course to get over the nervousness. At least you would then understand what the tools are all about rather than deal with TV news reports about gun violins. I listen to the radio myself.
