Yes it was.Article III, Section 2.(Re: the SCOTUS) The judicial Power shall extend to all cases arising under this Constitution, the laws of the US, and treaties made, or shall be made under their authority;...

The problem is not with interpretation, or a matter of interpretation. The Constitution's English and meaning is most often clear. None of the 3 branches has consistently followed the Constitution. The SCOTUS however has the last word according to the Constitution, unless overruled by amendment.
