Kind of adolescent, actually. I think it's supposed to be mockery, but the author has a tin ear for this sort of discourse. The idea is, evidently, that if you say enough really stupid things your reader will conclude that the person you're trying to mock said them. In fact, it's just you saying stupid things and that's all it is - good for a laugh, but not much more.

Someday skoo person, when and if you grow up and are in pull ups rather than pampers, you just might find out that there really are evil terrorists out there, perhaps maybe even that neighbor you were blabbing about who want nothing more than to kill you or a member of your pre school class.
If by chance, the authorities find that terrorists right before he confronts you on the playground ready to blow the tape off your pampers, you will be thankful that we have a President like GW Bush who actually takes his oath of office seriously enough to protect and defend this great country.
