Does the Constitution set forth limits on the power of government, or does it set forth limits on the rights of citizens?

What rights are retained by the people under the 9th Amendment? Can you name one?

The constitution is a restriction on government power.

"The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people. "

The constitution is the guide line the for the government to follow. The constitution doens't really give people the right to do this or do that, but it is to limit the governments infringement on the people. The constitution deosn't even provide freedom but civil liberties.
