Well, no, the PREP Act was passed by Congress and signed into law by President George W. Bush in December 2005.

Biden (Obama, really) is setting up all these roadblocks to Trump's agenda, and when Trump removes them by standard presidential process, there will be lawsuits to delay, deny, and defend.
