21 years lock up for stealing an ugly skillet faced dog. Often zero time in jail for attacking and hospitalizing people on a subway, in a train station or just walking down a sidewalk. Our society has distorted priorities.

The pop star's dogs were returned two days later by a woman who claimed she had found them tied to a pole and asked about Lady Gaga's offer of a $500,000 reward if the dogs were returned 'no questions asked.'

Why didn't she offer a reward for info leading to the capture and conviction of the guys who shot her dog-walker?

Did Gaga give the dog-walker $500,000 as compensation for "pain and anguish?"
