So, in your opinion welfare reform, anti-crime policy and enforcement of child support laws aren't social issues. Welfare reform is about how we redistribute wealth, and efficent systems. A political issue. Being against welfare *entirely* would be a 'social' issue. Something that wasn't ever proposed, and would not win.
Crime is not a 'social' issue, either.
Tell me this -- do you believe that the 'Contract with America' is what swept Rs into power?

We have a difference of opinion. IMO, welfare, crime and child support, along with the adoption issue are social issues. They might also fall into the catagory of fiscal issues as it relates to govt spending.
The CWA was a governing document that was released about six weeks before the 94 election. For those voters paying attention, it did make a difference. The difference between the 54 seat pickup, and some lesser figure.
