Actually, I'm guessing he's trying to award an "ally" in the WOT. He has to walk a narrow line in convincing the Muslim world that this is a War on Terror as opposed to a War on Islam and maintaining national security.

Could it remotely be that there has been some sort of pressure or blackmail that if the US did not hire the Arabs that something terrible would happen say at a theme park or race event? Something that Bush felt we had no defense for?

It makes me think that a) he has an interest, b) he is paying somebody back for something, or c) he is being too controlling.
