Actually I just looked it up and from 2021 the Kentucky governor had to pick an interim replacement from 3 names submitted by the previous senator’s party.
They just changed the rules so that now there will be a special election held within 8 weeks of the announcement of the vacancy.
It’s not a “rule” it’s the Law.
Special Election. But the governor is a Democrat, so who knows
