The effect is HIGHER risk from a false sense of security. These PEP drugs may help stop bacterial infections, but they are useless against viruses, most notably HIV/AIDS.
I liken this to reducing the risk of death from playing Russian roulette by adding a few more chambers to the cylinder of the revolver. Then you play a lot more because the risk is presumably "lower."

No good from these events. Prediction. When STDs and AIDS rates start going through the roof in these locations, they'll look for some Republican to blame. Since Reagan isn't around anymore, they'll blame Pres. Trump for... something.
