I am of the understanding that all water within our atmosphere never really is used up; it just transfers from one form to another, but moisture content always remains the same. Not sure this is a certainty, but has been my understanding for a long time.

There could still be major issues. For example changing water availability for geographic regions or making an area susceptible to the development of sinkholes (in the case of tapping underground water).
