Comeon dude. This is all fear porn and you have to know that. In order to mandate this there would have to be a federal law enacted. Not only that, what you're suggesting is a software measure that lives inside the ECM and as such there would be hackers popping up everywhere telling car owners how to bypass it by installing a patch.
