There are two factors contributing to this statistic. The first is that blacks commit violent crimes at a much higher rate than other racial groups, so even if their criminal activity was completely "color blind", there would be a much higher black on white crime rate than the reverse.

However, even when you correct for the fact that blacks commit more violent felonies overall (including a very high rate of black on black murder and assault, which also gets very little press), there's also the fact that blacks specifically seek out white victims because of their hatred for whites. Taken together, a 27 to 5 ratio seems lower than one would expect.
