Maybe resort back to an old tactic too. Drop leaflets around every bridge on the hit list. Some of the citizens made to be shields may not be clear as to why they are being used by the mullahs. The regime is cutting people off from conversing with the outside world. Anyone left there when the strike occurs will be a tragedy but will be forewarned.
