After further consideration of the original White House post, "The people who know... already downloaded the app" I believe the White House phone app is a safety net in case the round up embedded illegal alien fighters involves false flags or troop movements.
In the event of disruptions, the phone app can be important, comforting source of information. I hope everyone has downloaded the White House phone app available on the App Store and Google Play.
