If you watch the clip, Trump gave a respectful answer about the need for surprise in the attack. It was not to shame anybody but just to state what everybody knows about how you have to do war.

Japan did plan on delivering a message of declaration of war, but Roosevelt already knew, so he slept. His reasoning was, a sneak attack plays better than admitting the US was already at war in China, and had cut off supplies Japan needed. Rubber, oil etc.
My Dad was wounded fighting the Japanese and island hopping with Australian forces. He was my hero, but FDR was a prick and sane people knew it at the time.
