Some confusion there... I understood that Sen Thune wouldn't go along with that.

Of course one person alone cannot shut the govt down; they need a few more to block a 60 vote majority. That is where foreign influences come in to play. Why has this 60 vote rule rarely hurt the functioning of the govt for 200 years? Because both 'parties' more or less considered serving the people their supreme rule. Some say that the filibuster was created by mistake.

How that breaks down is when one party decides that their power is the most important factor, not service❗ That returns us to the same point that precipitated the 'civil war' - AND the underlying issues are essentially the same; counting non-citizens for political power and one political party holding a virtually unbreakable ruling force, without overall popular support.
