Been there 45 years and my observation is that the elections create a constant churn of people that have to be there and can afford the high prices. The recessions have a ratcheting effect on lower income people and areas. Some cash out and sell and some get pushed out due to affordability. High level government workers and the lawyer/lobbyist class are essentially immune to this. As the government grows so does the government worker / lawyer group. The size of DC of course stays the same. When I got there DC was over 70% black. That has been cut in half and will continue to go down. The next mayor of DC will be white.
