I believe the Minneapolis Police Chief is in on this, and likely getting kickbacks from the $9 Billion dollars of defrauded taxpayer money.
These people begin shadowing the journalist. They are part of the Somali Fraud Network. They begin calling around.
When the calls hit the right people in the Somali Fraud Network, the calls go out from them to connected politicians (if not directly to the Chief of Police) and these people, probably on the take too, show up in an attempt to intimidate and isolate the knowledge of the fraud.
This is called "A Protection Racket".
If they are that butthurt, then it's time to double-down.
Simple enough to program a drone to hover and film everything until battery = time to return, but rather than permit the drone to be followed, when it's time to replace the drone on station, send a swarm. Swarm disperses, leave one behind on station. The Minnesomali will get frisky within a night and a day and gosh, in Minneapolis, discharging a firearm recklessly is considered a felony offense.
