Genesis 16 says that Ishmael (believed to be an ancestor to Arabs) will be a like a wild donkey, his hand will be against every man, and every man's hand against him (Genesis 16:12). This doesn't answer the question of WHY God created Islam (or allowed Islam to be created). But it does seem to say that God warned us all about it two thousand years before Muhammad.
