The real problem is the State & City LEO's are hands off.
ICE has limited arrest powers.
They took him to the ground then let him go ?
Why wasn't this guy arrested\detained ?
Is it possible the arrest wouldn't stick ? So they don't bother arresting ?
If it did stick, would charges be worse because he was carrying ?

I agree that he should have been detained, questioned, ID established, concealed carry confirmed and documented, put him on record as a hostile encounter subject. I suppose that ties up a bunch of time. (?)
