In reference to the use of Weak & stupid mostly running the cabal.
The weak & stupid are the vast majority as they're easily manipulated.

Can be interpreted as using less intelligent less capable people on the lower lines.
Don't underestimate the top leaders of the cabal. John Brennan has been near the top and I believe one of the principle architects.
This organization needs very few good leaders the way it's set up.
An interesting thing I notice when looking for the leaders of the cabal. They never take the top leadership position. They always in second or third and report to a puppet.
