It is. Its part of the plan to set up the “Core 5” and return to regional hegemony.
It is a recognition that the UN and the globalization it represents are a total failure and the citizens of the United States cannot be expected to fund it.
In the regional hegemony model the more closely represents what existed before the globalism of the last 100 years or so. The treaties and policies between immediate neighbors becomes much more important.
It would be interesting to hear Prez Trump's view of this idea. Right now it appears to minimize the EU plus the oil magnates such as Saudi Arabia and Qatar. Much power concentrated in East Europe and Asia. 🤔
