I have to think that the cable just happened to be laying there. I’m thinking that the ICE police took this photograph on the seat of one of their own cars, after confiscating it from the bad guy.

No need! Public info regarding the attacker’s Firearm and magazine were the reasons for the unposed and hasty Photographic Record that included the other objects. The 2 USB cords, doughnut crumbs, and lint probably existed in the back seat before the arrival of the firearm.
