The guy that is likely a cop that took thew weapon should've informed the others the threat was unarmed. Either way the one being detained was trying to go for his weapon

Gray coat could have been something other than a cop too - one of the bad guys trying to retrieve the weapon so that his buddy wouldn’t get in trouble.
