Bob... I am sure they have plenty of laws! They have to find someone with time and resources to arrest these individuals and apply the law, judges to actually apply the law.

In addition, Legislators can ignore the existing laws and pretend to or actually pass new laws that people and prosecutors will ignore and Judges will refuse to enforce.
