I'm a mere civilian hobbyist, not a sworn LEO, so I would be speculating on that. I am just saying that training is now usually two or three shots, repeating as needed. If he had any trouble whatever assessing the effectiveness of the first shot, that combined with her weapon's* continued forward movement and his positional change would probably demand additional shots to stop the threat..
If you view enough recent body and dashboard camera footage, you will see that some orgs are apparently trained to fire a heck of a lot of rounds before pausing and evaluating.
*A Honda Pilot rolling at 10 mph has ten times the ft/lbs of energy compared to a 9mm x 19 fired from a handgun. Aiming a vehicle at someone deliberately isn't innocent constitutionally protected horseplay or harmless street theater.
