Ironically it was the US Immigration Act of 1924, that limited the number of Asians that could come to the US, that started the road to the militarists taking over Japan, they saw it as an insult by the US.

Yes, that and the Washington Naval Treaty of 1922 were major factors. The militarists took the 5:5:3 tonnage ratio for an insult.
