There is no way to get any EO's into law due to the 2/3 vote required in the Senate. There were a few that got added into the last budget reconciliation budget bill that only required a simple majority in the Senate.
2/3 vote? Are they trying to amend the constitution? 60 votes to end debate is not 66%.

Actually, I believe the House and Senate could codify any executive order into standard law with their normal simple majorities and have Trump sign it (of course the Senate will insist on their 60 vote margin).
I think the 2/3 vote is when they want to override an EO. I might stand corrected, but that is my understanding.
