My understanding of posse comitatus is that it limits the use of military personnel in domestic situations. “Outside of posse comitatus restrictions” seems to suggest that PDJT can indeed deploy them to American cities to protect ICE. Is my understanding correct?

Posse Comitatus prevents use of Title 10 (Active Duty) in a law enforcement role. They can and have been used to support law enforcement. Some of their missions have to be modified to do so. For instance, no 'surveillance, reconnaissance instead. The Corps has supported law enforcement for years, at least 35 when I was doing it. But they don't arrest, they can detain, and defend themselves in a spectacular way.

The Insurrection Act describes when the use of “militia” ie National Guaurd and US military can be used.
