A culture can allow democracy, but it cannot be maintained by democratic processes. Take freedom of religion, for example. That freedom flows from Chrisitianity. Once another religion is allowed a foothole in the culture — because we have feedom of religion — that freedom, and the culture that spawned it, will disappear.
