"Seems?" It's probably the safest country in Central America to visit (as far as that goes).
San José is a damn sight safer than Chicago, Cleveland, Compton or (most of) Huston.
For a place with a population of just 350,000, it is uncommonly cosmopolitan, even by American standards. They've got opera, symphony orchestras, and a number of world-class museums. The classically-styled National Theater looks like it might have been teleported from Milan. And there's a suspiciously large number of blue-eyed blondes there, too (not all the Nazis fled to Argentina).
