I know its California but Santa Cruz is beautiful. Someone said that the California sun fries peoples brains.
Probably just following the GPS nav in his dash and not looking outside much.
We have had two tourists drive into the ocean down boat launching ramps doing that. You have to think seeing boats and water ahaead would be a clue.
