Some countries don’t use our naming system.
I don’t know how State dept handles that
The US Military requires a middle initial on their records.
Some people in the US do not have middle names.
The military deals with the problem by giving recruits with no middle name the middle initial ‘X’.
I am not aware of any significant ethnicity that has few than two names.
So, it should not be too hard to deal with. Apparently this man had two names and the fact that his first and last names are the same should not have presented a problem.
Middle Easterners commonly have first and last names that are the same; such as Mohammad Mohammad or Sirhan Sirhan.
The issue should have arisen before now.
