Even better is use water cannons and do what the Chinese do mix in UV dye in the water tank it’s invisible until you shine blacklight on it then they glow bright pink florescent you can’t wash it off of skin you have to grow new skin it glows for months after. Spray the crowd arrest who you can and then use blacklights to drag net the area’s and next riot too anyone who glows is arrested on sight.
