I’m still stuck on the president being the Chief Law Enforcement officer in the nation. I have never heard that.

I would agree with you, as I have also never heard of it being illegal in any way for a candidate for Office to pay someone to endorse them. What, for example, is a paid advertisement? It is pretty much the same thing, since it is almost impossible for every single person who took part in creating and producing that commercial to be on the same page, politically speaking. Thus, at least one person is getting paid to endorse a candidate with whom they may not agree. Again, I agree with you, I don’t see how that could possibly be illegal.

Now, on the other hand, if you have a very close relative who is in the entertainment or sports industry, or is some other kind of big influencer, and you pay them $10 million or more to endorse you, I would begin to suspect that this was done as a means of funneling campaign money to a relative, rather than engaging in ordinary political gamesmanship. But that is very clearly not what occurred here.

As for Trump, being the chief enforcement officer of this country, that is not really in doubt at all. It does not, however, mean that he is the most knowledgeable person regarding the law, and specifically the campaign finance laws which are at issue here.
