To be fair the Director of the CIA (McCone) was a JFK appointee and ally.

The conspirators within and outside the CIA kept McCone out of the loop—so technically it was a rogue operation within the CIA.

George Joannides lied to the congressional committee investigating the JFK assassination in 1977. The CIA made no attempt to correct his testimony. No way to find out now, Joannides has been dead for 35 years. This was a planned hitjob at the highest levels of the federal government, why else explain why the Secret Service was out drinking in Ft Worth until 3 am, did not respond to the shots in the Plaza by jumping off the running boards of the car following JFK and they had 6.8 seconds between the first and last shot, and just why Gerald Ford, as a member of the Warren Commission, admitted right before he died that he had altered the autopsy drawing of JFK’s back to move the bullet hole several inches upward, in the back of the neck, to support the farce known as the single bullet theory.

Which most of their operations were and are. The less people involved, the easier the coverup.
