Absolutely a GREAT idea. I think EVERYONE and anyone can cut, their body in pieces and tatto any part. But just let them pay for it and not charge tax payers. If their rectum was ripped open because they shoved a gopher up their kazoo they should pay for this. Lets DO THIS. This change is making me glad.
