Not in this case... “Free to go” means Free to go... If DC wants paperwork they can chase them down later if it is that important to them. Here is the deal, they are going to try and force them to sign non-disclosures about their treatment before they release them. Right now at this point that would be extortion and coercion if they detain them. They are free to go without any restrictions or delays.

IIRC, pardons are considered a private matter that the individual must introduce into court proceedings for it to be acted upon by the government.
