Can you really sign an executive order to circumvent a law passed by Congress?

Yes, Congress can pass a law overriding his order. He can veto that, and they can use a 2/3 vote to override THAT.

But yes, he can do it.

It still has to be enforced by other agencies. He does have some bit of control over how it is enforced through EO.
