That does ZERO. Here in Phoenix, we get "atmosphere alerts" on the interstates (I-10, I-51) warning that tomorrow's index is high ... use Mass Transit. They put these things up on Fridays sometimes, when the next day is Saturday. It is just so much visual noise and is just a check box for somebody somewhere.
"Encouraging" Mass Transit does ZERO unless there are penalties for not using it. Phoenix' Mass Transit mainly serves as a way to decentralize the druggie vagrants.
