No, not really. A lot of people who work within the Executive Office of the President are low-level staffers, in no way any part of the "Deep State," who otherwise never have the opportunity to meet, much less interact, with the President in whose administration they served. These departure pictures are pretty much de rigueur within "official Washington," almost a form of exercising noblesse oblige.
Most Executive agency heads and Cabinet secretaries do the same thing.
That Biden is declining to carry out this tradition just speaks to what a pitiful piece of shit the guy really is. Not that that's exactly news to the rest of us.
Saw a video years ago, it was a crew member that flew Nixon out to California after his resignation. Nixon posed for pictures and thanked them all for their service to him and his family.
