Very interesting. It would permit Trump to rule without Congress attempting to impeach him with every move he makes against the Deep State. Congress would not return until Trump said so.
Congress would need to be in session to appropriate money for the federal government, but if Trump can live within the money already appropriated, he would not need Congress.

This jogged something from my memory banks.
On March 4, 1861, Lincoln was inaugurated. Congress was not in session, having adjourned the previous year. That Congress was the lame duck Congress elected in 1858. The Congress elected in 1860 would not take office until much later in 1861.
In June, Lincoln was confronted by the incident at Fort Sumter. He didn't call the lame duck Congress into session. Instead, he appropriated to himself powers assigned to Congress in Article I, Sections 8 and 9.
Lincoln understood that he was skating on the edge of the law, but when the Congress elected in 1860 took office later in 1861, it confirmed his every move.
I'm wondering what kind of crisis would permit Trump to do what Lincoln did. If that crisis caused the arrest of most of the House and Senate and a lot of governors, how would that play out?
