The voice in his ear piece tried to stop his ramble...

I watched it several times and I think he was robotically repeating what the person talking into his earpiece was saying. I think his handler was saying, “What are you doing?” because Biden was wandering off topic. As soon as that happened, Biden looked back at the teleprompter and got back on message.
